their business model of costs and revenues remains one where they earn by subscription to others. Free access has been found to be inimical to investment. At the same time, the Internet access model has evolved significantly. In recent years, substantial investments have been made in ubiquitous broadband access networks, which are capable of providing access at a range of speeds, in most of the industrial world, using mostly Digital Subscriber Line technology over the existing copper telephone network or cable modem technology and through a very liberal use of fiber. Their provision is currently generating significant regulatory interest, after merger events have brought both sectors to only a few actors, making market power worth consideration under the circumstances. Wireless service, in various forms, is also being used, especially for fixed Internet access in the absence of unbundling similar to what exists North and South of them. Furthermore, these service providers are engaging in the provision of additional services such as telephony, by providing revamped and more complex Local Area Network-type service, via WiFi in the home or maybe by the development of novel user interfaces, by providing some content, by providing some caching or server services, by providing higher speeds or equitable sharing of the network under duress, and so on, both requiring and enabling competition and partnerships with various other service providers. With these bundlings of services, there are a variety of hybrids that have been developed, where a part of the network is reserved and priced as part of the fixed service while the other part is shared with another type of service that is priced and sometimes priced at a usage level, complicating the overall access model and its transparency, for a consumer that acts more and more as a prosumer as it exercises its rights and the services and applications that it uses develop with it.
